Families can assist by hiring competent counsel to prepare the transfer application and advocate the prisoner's interests throughout the process.

Because of limitations imposed by the Privacy Act, 5 U.S.C. § 552a, the Department of Justice cannot provide information about individual prisoner transfer cases without a signed waiver of confidentiality from the prisoner. The first step in applying for a transfer is for the prisoner to complete a privacy act waiver. This will help family members and counsel assemble documents required for the application, and make inquiries on his behalf.

A sample privacy waiver is shown below:

I (name of prisoner) do hereby authorize the United States Department of Justice to discuss my application for an international prisoner transfer with (name(s) of any authorized persons, along with telephone numbers and/or addresses for the authorized persons).
